25\01\2012 Industrial Assembly in Russia Attracts Foreign Suppliers

According to Vedomosti, 38 component manufacturers have signed agreements on industrial assembly with the Ministry of Economic Development. Most of them have already established plants in Russia. Japanese Denso Corporation is one of large companies which will possibly come to Russia.
According to the report of a working group on Russia’s WTO accession, at the end of February 2011, the Ministry of Economic Development signed about 400 memoranda on industrial assembly with 178 component manufacturers. The memorandum provides the company with the right to sign an agreement on industrial assembly of components and use import duty privileges. The terms of component industrial assembly allow companies to import all the necessary parts and materials at preferential tariffs. However, over several years, companies should reduce the number of imported subcomponents.
Component manufacturers will be able to sign such agreements up to the end of 2013, while 38 companies have already done this. The Ministry of Economic Development hopes that about 80-90% of the memoranda will be converted to agreements within two years.
D. Levchenkov has said that there are Russian component manufacturers on the list of the Ministry of Economic Development, as well. These are companies manufacturing vehicle units using imported parts of which many intend to establish JVs with foreign partners.
